Regulation 18

In the UK planning system, Regulation 18 refers to a key stage in the Local Plan preparation process, as set out in the Town and Country Planning (Local Planning) (England) Regulations 2012.

What Regulation 18 Does?

  • It requires local planning authorities to carry out early public consultation when preparing a new Local Plan.
  • Authorities must invite views on what the plan should contain—from statutory bodies, community groups, businesses, and local residents.
  • This is the exploratory phase, where councils are genuinely open to shaping the content of the plan.

Why it matters for Development

  • It’s the first formal opportunity for landowners, developers, and the public to influence future land use.
  • You can promote land for development, suggest infrastructure needs, or raise concerns about environmental impact.
  • Once Regulation 18 closes, the next stage (Regulation 19) involves a near-final draft—so early engagement is crucial.
